Economically Weaker Section (EWS) in India
The Economically Weaker Section (EWS) represents individuals from the unreserved or general category whose annual family income is below ₹8 lakh. This classification excludes members of the Scheduled Castes (SC), Scheduled Tribes (ST), and Other Backward Classes (OBC) since they already benefit from existing reservation systems.
To bridge economic disparity within the general category, the Indian government introduced a 10% reservation specifically for eligible EWS candidates.
- This quota is distinct and does not infringe upon existing reservations for SC, ST, or OBC categories.
- It ensures equal access to education and public employment for economically disadvantaged individuals in the general category.
Eligibility Criteria for EWS Quota
Introduced in 2019, the EWS reservation provides a 10% quota in educational institutions and government jobs. This is over and above the 50% reservation cap already designated for SC, ST, and OBC groups.
- The provision aims to extend affirmative action to financially weaker individuals from the general population without disturbing existing quotas.
To qualify, an applicant must satisfy the following conditions:
- Category: You must belong to the general category; SC, ST, OBC, and MBC (in Tamil Nadu) applicants are not eligible.
- Income: The annual household income must be under ₹8 lakh, considering all earning family members.
- Agricultural Land: The family’s agricultural land must be less than 5 acres.
- Residential Property: If a flat is owned, its built-up area must be below 1,000 sq. ft.
- In urban settings, residential plots must not exceed 100 sq. yards; in rural areas, the limit is 200 sq. yards.
How to Apply for an EWS Certificate
Obtaining an EWS certificate requires a straightforward administrative process through local government offices or online portals.
- Applicants can approach the Tehsildar, Deputy Commissioner, District Magistrate, or Collector’s office, or use Common Service Centers (CSCs) for assistance.
- Many states also allow applications through their online Revenue Department portals, which simplifies access.
Steps to apply:
- Visit the respective Revenue Department’s office or online portal.
- Choose the ‘Economically Weaker Section Certificate’ or equivalent option.
- Fill in the form and upload supporting documents.
- Submit the application for verification and issuance.
Required Documents for EWS Certificate
To complete the application, the following documents are generally required:
- Aadhaar Card – for identity verification.
- PAN Card – to verify income and tax records.
- Income Certificate – issued by a competent authority.
- Bank Statements – typically from the last 6–12 months.
- Land Records – to prove agricultural or residential property details.
- Domicile Certificate – establishing residential status.
- Self-declaration or Affidavit – affirming economic eligibility.
