Building on the strides made under Make in India, FAME, and PLI schemes, the next decade will see India’s auto sector transform into a globally competitive, sustainable, and technology-driven powerhouse. Here’s the strategic vision for 2025–2035.
2025–2030: Scaling Up Electric & Clean Mobility
- EV Penetration Targets
- Two-Wheelers: Achieve 90% electric share of new sales by 2030.
- Passenger Cars: Reach 50% EV share of new registrations.
- Commercial Vehicles: Electrify 60% of buses and 30% of trucks.
- Battery Ecosystem
- Commission 5 Giga-factories with a combined capacity of 100 GWh.
- Implement a Battery Swapping Standard for 2W/3W segments.
- Charging & Hydrogen Infrastructure
- Deploy 50,000 public EV chargers, including 20,000 fast chargers, at 15 km spacing nationwide.
- Pilot green hydrogen refueling stations on major freight corridors.
- Stricter Emission Norms
- Roll out BS-VII by 2027 with real-world PEMS testing.
- Enforce ZEV mandates in top 10 cities: OEMs must sell a minimum percentage of zero-emission vehicles.
- Localization & Exports
- Boost domestic value-addition to 80% for EV components.
- Target 15 million vehicle exports (including 3 million EVs) by 2030.
2030–2035: Intelligent, Autonomous, and Circular Mobility
- Autonomous & Connected Vehicles
- Mandate ADAS Level 2 on all new vehicles by 2030; pilot Level 4 in geo-fenced zones by 2033.
- Integrate V2X communication (vehicle-to-everything) for smart city interoperability.
- Mobility-as-a-Service (MaaS)
- Launch national MaaS platform—seamless booking across trains, buses, taxis, EV-scooters.
- Incentivize subscription-based ownership and micro-mobility solutions.
- Circular Economy & Sustainability
- Implement Battery Recycling Regulations: 90% material recovery by 2032.
- Enforce End-of-Life Vehicle (ELV) rules with mandatory scrappage incentives.
- Safety & Quality Leap
- Make Bharat NCAP 4-star rating mandatory by 2032.
- Standardize child-restraint systems, advanced night-vision AEB, and driver-monitoring cameras.
- Skill & R&D Ecosystem
- Train 5 million workers in EV, software, and autonomous tech.
- Establish 10 Automotive R&D Hubs with industry–academe–government partnerships.
Enablers & Financing
- Green Finance & Carbon Credits
- Issue ₹1 lakh crore in green bonds for EV infrastructure and clean manufacturing.
- Create a carbon-credit trading platform for OEMs and ancillary suppliers.
- Policy & Governance
- Update the National Automotive Policy biennially to align with global standards.
- Strengthen the Automotive Regulatory Authority of India for safety, cybersecurity, and data privacy.
